Kairo-9 is the ninth iteration of an engineered urban system.
Around the years 2300-2350, the city was designed around a single principle:
efficiency through control.
Its architecture rises vertically rather than outward,
stacking entire societies above one another.
Corporate towers dominate the upper layers, while residential
sectors, industrial zones, entertainment districts, and forgotten
infrastructure descend toward the lower levels.
A massive river cuts through the city, dividing its territories
while connecting them through elevated highways, transit rails,
suspended platforms, and underground routes.
Every movement is measured.
Every transaction is recorded.
Every citizen leaves a trace.
Kairo-9 does not simply house its population.
It monitors it.
Kairo-9 operates through a combination of corporate authority,
government oversight, and artificial intelligence.
Citizens use Credits, the official currency of
the city, regulated through the central system and tied directly
to their social standing.
Above the sanctioned economy exists another one.
The underground uses Ghost Credits —
decentralized, encrypted currency that cannot be easily traced
by the city's official systems.

Kairo-9 is divided vertically.
The higher you live, the closer you are to the city's
version of perfection.
The lower you descend, the less convincing that illusion becomes.
But beneath the city's visible layers exists another network —
one that was never designed for the public.
The Grid.
Clean.
Bright.
Controlled.
Corporate towers, financial districts, luxury residences,
academies, and regulated entertainment occupy the highest
levels of Kairo-9.
The Upper Layers are divided into nine major districts:
Central Core, Financial Grid, Academy Zone, Night Market,
Industrial Belt, Entertainment Strip, Residential Stacks,
The Docks, and Outer Slums.
Surveillance here is almost invisible.
Which makes it more effective.
Beneath the polished architecture of the Upper Layers,
Kairo-9 continues.
The Lower Layers occupy the same district numbers as
the levels above, but the city feels entirely different here.
Warehouses replace corporate towers.
Cargo docks stretch along the river.
Loading bays, factories, garages, abandoned buildings,
service roads, and industrial corridors make up the landscape.
Official authority exists, but it is no longer the strongest
force in every street.
Gangs divide the Lower Layers between themselves,
each controlling territory, businesses, routes, and
access points.
This is where the underground racing scene thrives.
Illegal races tear through industrial roads, docks,
maintenance routes, and abandoned infrastructure.
Bets are placed. Vehicles are modified. Territories
are defended.
Down here, the city doesn't belong entirely to the people
who built it.
It belongs to whoever can hold it.
Beneath the regulated districts lies the Grid —
a network of tunnels, forgotten streets, abandoned
infrastructure, and passages that never appear on
public maps.
It is where the city's official rules become difficult
to enforce.
Black markets operate beneath flickering lights.
Illegal clinics hide behind unmarked doors.
Weapons, modifications, stolen technology, and
information change hands without ever reaching
the city's records.
The deeper you go, the darker the streets become.
Down here, nobody asks where you came from.
They ask what you're carrying.
Illegal racing has become one of Kairo-9's most dangerous
underground cultures.
Gangs control territories.
Drivers risk their lives for money, reputation, upgrades,
territory, and power.
Races move through different districts of the city —
sometimes through sanctioned-looking infrastructure,
sometimes through places that were never meant to carry
a vehicle at those speeds.
The official city looks away.
The underground knows better.
This is the city where Fatality takes place.
Beneath the controlled surface of Kairo-9 exists a world
where gangs, illegal racing, underground economies,
cybernetic modifications, and territorial power collide.
Crimson Velocity is only one piece of that world.
Ghost Void is another.
And beneath both lies a city large enough to hide
thousands of secrets.
In Kairo-9, there is always someone watching.
And there is always someone willing to run anyway.
